Easing COVID-19 restrictions 

After more than 100 days of COVID-19 restrictions NSW is now taking its first steps back to normal life.

Phase one: From Monday 11 October 2021, as the state passed the 70% double vaccination target, fully vaccinated adults will enjoy more freedoms.

Phase 2: When NSW reaches the 80% vaccination milestone, a further easing of restrictions will apply, particularly for those who are vaccinated.

The third phase of the NSW Government’s roadmap is expected to be achieved in December 2021 with more relaxing of rules, including greater freedoms for people who are not fully vaccinated.

Phase one: Guidance for Crown land managers

Easing COVID-19 rules and restrictions from 11 October 2021 apply to activities on NSW Crown reserves.

Our Crown reserves include showgrounds, campgrounds, sportsgrounds, community halls, nature parks and more. A range of public recreation activities occur on reserves and differing rules and requirements may apply.

Land managers, business operators, user groups and visitors to reserves must adhere to the current rules.

Guidance for common activities on reserves

Recreational activities at community halls and similar facilities

Operators of these activities (such as yoga classes or probus group events) must follow the rules for ‘gym and indoor recreational facilities’. Up to 20 people can attend a group class or indoor recreation facility. The requirements include:

  • follow the vaccination rules for business (including staff/volunteers and visitors).
    • Staff/volunteers from Greater Sydney are required to have 2 vaccination doses
    • Staff/volunteers in rural and regional areas require one vaccination.
  • have and comply with a COVID-19 Safety plan
  • ensure all people who enter the indoor recreation facility check in with the Service.NSW app or provide contact details to the occupier
  • follow the capacity rules:
    • for indoor areas, one person per 4m2 of space
    • for outdoor areas, one person per 2m2 of space
  • staff/volunteers who work indoors must wear face masks

Venue hire at community halls and similar facilities

Land managers who provide venue hire for activities in halls (such as birthday parties, community meetings) should follow the same guidance abovementioned for ‘Recreational activities at community halls and similar facilities’.

Recreational activities at showgrounds, racecourses and similar facilities

Follow the rules for Recreation facilities. These include:

  • follow the vaccination rules for business (including staff/volunteers and visitors).
    • Staff/volunteers from Greater Sydney are required to have 2 vaccination doses
    • Staff/volunteers in rural and regional areas require one vaccination.
  • have and comply with a COVID-19 Safety plan
  • ensure all people who enter the recreation facility check in with the Service.NSW app or provide contact details to the occupier
  • follow the capacity rules:
    • 5000 people; or
    • one person per 4 square metres  (whichever is the lesser)
  • staff/volunteers who work indoors must wear face masks

Caravan parks and campgrounds

These accommodation types can continue to operate in accordance with COVID-safety guidelines as outlined in the Safety Plan for Accommodation. The plan includes requirements for physical distancing, square metres rules, ventilation, record keeping and self-isolation and quarantine.

People in Greater Sydney cannot travel beyond Greater Sydney for a holiday or recreational visits including day-trips

Work activities across all reserve types

The following rules apply for work activities:

  • Workplaces should only be attended where it is not practical for a work activity to be undertaken at home
  • a travel registration is not required
  • you can work anywhere in NSW
  • if a workplace can open, it may need to follow the rules for COVID-19 Safe Check in
  • vaccination rules for certain business (including staff/volunteers and visitors).
    • Staff/volunteers from Greater Sydney are required to have 2 vaccination doses
    • Staff/volunteers in rural and regional areas require one vaccination.
